EX-PHILLY OFFICER SENT TO COUNTY JAIL FOR SEX ABUSE OF A CHILD

A former Philadelphia police lieutenant was sentenced on Tuesday, March 15, 2022, to just under a year to two years in the Bucks County Correctional Facility for sexually assaulting an 11-year-old girl in 2017. 

Richard Michael Frank, 51, was convicted of indecent assault, endangering the welfare of a child and corruption of minors by a Bucks County Jury on Dec. 2, 2021, following a 4-day trial. 

Before Frank was sentenced, the victim and her parents gave emotional victim impact statements. The victim’s mother told Common Pleas Judge Raymond F. McHugh, “Thank you for allowing our family to have a voice in this matter.” 

The victim’s mother said Frank used his position of authority to abuse the victim, saying “he thought he was above the law.” The victim said she “was determined to make sure that he would not do this to anyone else.”
