Precious Metals are considered to be any items containing or being made of gold, silver or platinum, including, but not limited to, jewelry and silver services. However, this term does NOT include coins, bullion or other articles containing less than 5% of gold, silver or platinum by weight.
Any individual or business who or which purchases precious metals from the public, or any individual who acts as an agent for another individual or business, for the purpose of resale or refining would be considered a Dealer in Precious Metals. All Precious Metals Dealers require a permit for the county in which they are purchasing precious metals. The application to receive the permit must be submitted to the Sheriff's Office.
Pennsylvania law requires all firearms dealers to be licensed by the state.
"No retail dealer shall sell, or otherwise transfer or expose for sale or transfer, or have in his possession with intent to sell or transfer, any firearm as defined in section 6113(d) (relating to licensing of dealers) without being licensed as provided in this chapter." 18 Pa.C.S. Section 6112
The Sheriff will approve applicants for a dealers license following the laws set by the Pennsylvania State police. Those licenses are effective for three years from date of issue, permitting the dealer to sell directly to the public. For the purpose of the law, "firearm" shall include "any weapon that is designed to or may readily be converted to expel any projectile by the action of an explosive or the frame or receiver of any such weapon." 18 Pa.C.S. Section 6113.
